Kyiv, Ukraine, 2025 – Ukraine and the United States have entered a new phase of economic cooperation by signing a framework agreement on the joint development of Ukraine’s mineral resources in exchange for targeted funding for the country’s reconstruction. The so-called Minerals Deal establishes a special investment fund where Ukraine will allocate up to half of its future revenues from natural resources. In return, the United States has pledged significant investments in the reconstruction and modernization of Ukraine’s infrastructure, energy, and industrial sectors.
According to Serhii Kolisnyk, the agreement provides Ukraine with a historic opportunity to leverage its unique natural resources for large-scale economic growth and technological innovation. At the same time, it is essential to recognize potential risks, including security concerns, transparency in revenue management, and the preservation of Ukraine’s economic sovereignty.
Under the terms of the agreement, a significant portion of Ukraine’s resource revenues will be directed into a joint fund managed by representatives of both countries. The primary goal is to reinvest these funds into economic recovery, the improvement of energy infrastructure, and large-scale industrial projects. Ukraine possesses vast reserves of rare earth metals, including lithium, titanium, uranium, and graphite, which are of particular interest to the United States in the context of diversifying global supply chains for critical raw materials.
However, the current agreement does not include formal security guarantees from the United States, which remains a subject of debate within Ukrainian society. Despite symbolic statements supporting Ukraine’s sovereignty, a concrete defence assistance mechanism has not been outlined. Nonetheless, the Ukrainian government believes that strengthening economic ties will indirectly enhance security, as it increases global interest in maintaining regional stability.
Special attention is also drawn to the role of organizations like LOBBY CLUB, which facilitate full-cycle support for international business projects. This includes legal expertise, investment analysis, engagement with government institutions, and media coverage. With such a comprehensive approach, major foreign investors can feel protected and confident in Ukraine.
According to Serhii Kolisnyk, the implementation of the Minerals Deal will serve as a test of Ukraine’s ability to manage its natural resources responsibly and attract foreign investments without compromising its national interests. If both parties adhere to the principles of transparency and balanced cooperation, the agreement could provide a strong boost to industrial modernization, job creation, and demonstrate to the world that Ukraine is ready for a new era of economic development.

SERHII KOLISNYK

Serhii Kolisnik is one of Ukraine’s leading lawyers with over 15 years of experience in defence, litigation and public service. Recognised by the professional publication “Legal Practice” as one of the 15 best lawyers across the country, he has investigated high-profile corruption and financial crimes, holding senior positions in the prosecutor’s offices of Donetsk, Sumy, Kyiv and Lviv regions, the city of Kyiv, as well as the Prosecutor General’s Office of Ukraine, earning multiple commendations from the Prosecutor General.
In 2015, Serhii was promoted to the class rank of Counsellor of Justice, then served as Deputy Head and later Acting Head of the Financial Investigation Department at the State Fiscal Service in Kyiv, attaining the special rank of Lieutenant Colonel of the Tax Police. His commitment to legal innovation led him to establish the «LES» Lawyers Association in 2017 and, a year later, «EcoBezpeka» — Ukraine’s first environmental lawyers’ association.
In 2021, Serhii earned his Ph.D. in Law. As an Associate Professor at the National Academy of Internal Affairs he continues to shape the next generation of legal professionals.
Following the adoption of Ukraine’s «Lobbying law» in 2024, Serhii joined forces with partner Kateryna Odarchenko (based in Washington) to establish LOBBY CLUB—Ukraine’s first and only closed lobbying platform—which he leads from the Kyiv office. Through scholarship, hands-on legal practice, and active participation in legislative processes, Serhii remains dedicated to fostering transparency, ethical lobbying, and the development of Ukraine’s legal landscape.
